Sorry for the late reply. Unfortunately, you are correct – currently, the only option for the guests is to block them completely (i.e. set their max limit to zero) with our “Block guests” options (in “WooCommerce > Settings > Maximum Products per User > General”). We did have similar requests though, so it’s already on my todo list – I’m thinking to implement guest tracking by IP for this.
