How can I set quantity step at an attribute level for variable products?

Very sorry, not sure how I skipped this post although I read it the other day.

From what I see, you need to define a minimum and maximum values per attribute (length here), and it will be 10cm & 1500cm (since you need to use the same unit), and not through the step. Does this get you the result you need?
