I would to ask you if is possible to set difference minimum/maximum/step quantity for a single product variation:

Example: Product A with red variation min.10/max.20/step.5 and Product A with blue variations min.20/max.40/step.10 ?

Yes it does, here is a screenshot of the options you get when you enable the corresponding features (min, max, step):
