Forcing minimum on category not working on tables

When I change my initial, minimum, & default quantity to below 0 (specifically 0.25) for quantity steps, the quantity does not appear correctly on my tables that are grouped by categories. That’s why I was asking about forcing initial categories so that the quantities below zero appear correctly on my tables.

Please see the example below where these products should be at 0.25 but start at 1, note that it is correct on the product page – just not on the category page.
