We have have two methods of shipping [free local pickup] and [$60 shipping with minimum purchase of $250]. In the shopping cart view the plugin works and gives 2 options correctly but if a customer selects free local pickup (with less than $250 spend) when they reach checkout, they are able to change the shipping method back to $60 even though they have not reached the minimum spend.
So our question is how can we prevent the buyer from changing the shipping method at the checkout stage and pay for the order anyway, even if the minimum purchase amount wasn’t reached.

I may not have understood your question correctly. But it looks like you are trying to set up a minimum purchase amount based on shipping method.
In that case, under General settings, set the Amount limits as Minimum and the Amount types as Sum Then under the Shipping tab Enable the section and under type select Per shipping method. Save the settings.
You can then set the minimum sum for each shipping method.
