Limit quantity on cart level

My store needs to limit orders to a total of 19 (purchased by the pound).

Each item needs limits of minimum = 5; max = 19; with the quantity preset to 5 (minimum).

The limits work sometimes. It does not appear to work in the cart. The preset quantity does not work when the “add to cart” is selected from the widget and it does not get set in the “Shop”.

Also, the error message for excess items shows:

• You must have an order with a maximum of 19 pcs to place your order, your current order total is 42 pcs.

Can this message be changed so it reads:

• Your order has a maximum of 19 pounds to place your order, your current order total is 42 pounds.
