VAT not maintained for base country

Hi, please can you help me with the follow issue?

I use EU VAT for woocommerce pro.

The plugin works well for checking EU VAT registered. My settings are:
*field required
*show field for countries: (all except IT)
*Preserve VAT in selected countries “Base country” IT
*skip VAT validation for: IT

I have two problems:

1) when a customer select in checkout “country ITALY” the VAT field sesappear (correct), but the VAT value still at zero (it should go to 22%).

2) when a customer select a UE country (not Italy), and insert a VAT number not registered, the plugin response “Not Valid”, but the VAT value still at zero (it should go to 22%).
