I am looking to set this plugin up so that only when customers use the register option will they need to verify their email address. If someone is placing an order we don’t need to require verification.
In order words, if a person is creating an account on checkout I don’t want to require verification (they can be auto verified)
If they are manually creating an account (via the my-account/?action=register page) Then they need to verify first.

To allow users to complete the application without verifying their email, please follow these steps:
1-Woocommerce Settings->Email Verification->General->Disable Guest users.
2-Woocommerce Settings->Accounts & Privacy->
all Guest checkout->Allow all Account creation.3-Woocommerce Settings->Email Verification->Advanced->Disable Prevent login after checkout (All option).
