Oh, I didn’t see this topic and just created another pointing out the same thing.
Only difference is that I get an error displayed instead of the field :

Erreur : Cannot read properties of null (reading ‘addEventListener’)Guess this may be a problem with a recent update, since we both have the problem.
If anyone is wondering still: I have found the issue.
Go to EU VAT plugin settings > Advanced > Tick checkbox “Checkout block field”

I see that you’ve found the correct option for this. You’re absolutely right, Andreas—since not all users are blocked based on their checkout page, we have an option for that:
Go to Advanced > Enable the checkbox “Checkout block field” for users using blocks.
