Do you mean, if a user is logged in, he can for example only place one order? If he logs out and logs in again he can then place say another order, or as per the limit options? Unfortunately, it is not possible to limit the order based on a user’s login.
It is possible to limit the orders for both registered users and guests. You can also specify a time range for the order limits.

Frontend > Validate on add to cart
Frontend Cart notice > Enable

In the plugin’s settings enable General > Use Variations then Frontend > Product Limit Message > Variations > Show limit message for variations
This will grey-out / make the add to cart button unclickable for this variation and show a message to the customer they have exceeded the limit for that variation.
This is a pro version feature only.

Please follow this steps in the plugin’s settings to configure this
General > Amount limits > Minimum
General > Amount types > Quantity
Amounts > Min Quantity > 0
Products > Per product > EnableThen go to the product edit page and edit the product. You will find a new meta box for Order Min/Max Amount Min Quantity. Set this for each individual product.

I assume you are allowing guests to checkout without creating an account hence requesting for tracking by IP address?
Here are the steps you will need to follow in order to set this up, In the plugin’s settings
General > Mode > Product Quantitites
General > Date range > Lifetime (Or as per your requirement)
General > Order statuses > Select the relevant order statuses
General > Guests > Identify Guests by IP
General > Block guests from buying products > Block Method > According to limit options
Limits > Per product > EnableThen edit the sample product and you will find a new field for maximum products per user. Set this as 1
You can configure if you want to display the limit exceeded message on the product page or cart page from the Frontend tab.

The cost will eventually average out, For example, in the above scenario, once the cost is $3.5 for 12 units and you add stock after that, the prev stock and prev quantity that will be used is $3.5 and 12 units.

In the plugin’s settings General > Add Stock > Cost Calculation Expression
You can customize the formula for the add stock option.
By default it is (Prev Stock x Prev Quantity + New Stock x New Cost) / Total Current Stock
For examle:
Prev stock 6 units at $3 = $18
New Stock 6 units at $4 = $24

I’m sorry I have not understood your question. First, I am not sure what gift card plugin you are using. Hence I can’t comment on compatibility with it.
In the plugin’s settings Coupons tab, you can choose to require some coupons i.e. only check min/max amounts if these coupons are used. You can also choose to exclude some coupons i.e. skip min/max amount checks if these coupons are applied.
There is also an exclude all option, where it can simply skip the min/max amount checks if any coupon is applied.
If you are trying to somehow automate inclusion/exclusion with your gift card plugin, it may not work.

In the plugin’s settings Blocking tab, please disable the Block Checkout option. If this option is enabled, it means the user cannot place an order without having an account first.
