I have a field value that is sometimes empty/null and sometimes 0, depending on how the order is processed with scripts. Can I use the multiple meta values checkbox to account for both possibilities? Right now I have meta key as needs_account_setup and meta value as empty. But this doesn’t work when the field actually contains 0. (I have a screen shot but it doesn’t look like there’s a way to upload it)

Yes, I think this is doable – try enabling the “Meta > Multiple meta values” checkbox and setting the “Meta > Meta value” option to:
