Why is the manual minimum amount being ignored?

Hello

I have an issue, that manual minimal amount is ignored. The setting is set to 100 euros, shipping flat rate is set to 25 euros cost. The php function shows on cart/ checkout page that i have free delivery but it’s not being deducted from cart total. Any ideas?

What free shipping method are you using in your WooCommerce settings? Is it a custom one?
