I may not have understood your question correctly. But it looks like you are trying to set up a minimum purchase amount based on shipping method.
In that case, under General settings, set the Amount limits as Minimum and the Amount types as Sum Then under the Shipping tab Enable the section and under type select Per shipping method. Save the settings.
You can then set the minimum sum for each shipping method.

With the setup mentioned above for user roles, the user will not be able to purchase products beyond their limits. The limit will be per user role and not per product.
What you are mentioning regarding, a user being restricted per product rather than the whole shop, is a different setup. It means you are using different settings. Possibly under the Limits tab you have per product category or per product enabled? Can you try and disable those.
It looks like you want to restrict maximum products based on user roles. In that case there is no need to restrict products based on categories. Unless you have a need for that too.

If you want users to be able to log in even though they have not verified their email, under the general settings, Logout unverified users section, Disable the options here.

Restricting products based on user roles is possible. Some settings will depend on your setup, however, here is a typical configuration for restricting products based on User roles.
Here is a typical setup:
WooCommerce > Settings > Maximum product per user > General
A couple of things to configure here:
1. Mode > Product Quantities
2. Date range > As per your requirements
3. Order statuses > As per your requirements
4. User roles > EnableSave the settings. Then go to the limits tab and configure the following:
1. All products > Enable
2. Limit per user: “role” > You will find various user roles and you can set limits for each role.Please let me know if you need further assistance with this.

In the plugin’s settings Coupons tab, you would need to exclude the coupons from there.

This could be possible. You can set up shipping zones according to your distances and minimum amounts according to shipping zones.
Under General settings, set the relevant amount limits (probably minimum in your case) and amount types as sum.
Secondly in the Shipping tab, Enable the section, under Type select Per shipping Zone save the settings and then enter the minimum amount for each shipping zone.

I might have not completely understood your question.
On the product edit page, you should easily be able to set the stock as zero.
On Tools > Bulk edit costs, you should also be able to set the stock to zero.
