The 3 options under the mail function are meant to work with different hosting environments. If the emails are arriving in spam it might be due to a web hosting issue such as SPF records not being set up or other similar problems.
You can test the 3 options to see which one works best for you.

WooCommerce > Settings > Cost of goods > Tools & Reports > Recalculate orders cost and profit

Are you trying to set the minimum amounts by user roles and shipping classes?

My suggestion was to try and change the current option in Authenticate filter to see if it fixes your issue. If currently it is “wp_authenticate_user” filter then change it to “authenticate” filter or vice versa.

There might be a misconfiguration in the settings of the plugins hence it might not be working for you.
In the plugin’s settings could you please re-check the following options:
General > Amount left for free shipping > Enable plugin
General > Minimum cart amount > should be lower than your free shipping amount (It’s the minimum amount required in the cart to show the message. Try set it to $1 and see if it works.)
Cart > Enable section
Cart > Position – can you try and change the position.Please let me know if you continue having trouble with this.

Yes, this should be possible through the Manual Min Amount tab in the plugin’s settings. You can set the Minimum shipping amounts based on shipping zones. If your customers are in Germany, you can create one shipping zone for them and for the other customers you can create a separate shipping zone. Then set the minimum amount for free shipping per shipping zone.
